I know power of 2 size are : 2,4,8,16,32,64128256512,1024. But I want to use use 1 actor with 25x40 size. Is that ok or it affect my memory or graphics quality?

That's ok, it'll just use as much memory as 32x64... I think.

It's has to be a even number, 25 will be blurry.

Correction, it's best be even and may end up blurry. its actually the placement of your actor that will determine if the dimensions make it blurry.
