Actors "bounce" into ground

I have a game where one actor jumps on top of another actor who is standing on an actor "ground".

Problem is sometimes the actor lands on top of the actor, but he kind of pops into the ground, then pops back out on top again, like he's too heavy for the ground.

I've set the density of the actors to 500, and the density of the ground to 10,000 to try and stop this happening, but still happens. Restitution is set to 0 and both actors and ground (as I don't want them to bounce) and groundmoveable is set to off.

Anyone know what might be causing this?
