Load and Save attributes

If I want the player to close the game and be able to come back later and access unlocked levels, where do you suggest I place the load attribute? and where would be the best place to attach the save attribute?

It makes sense to me to have the load attribute on the level select scene but I'm not sure. And I think at this point I will attach the save attribute to "game.unlock" Any suggestions?? Thanks
