Constraining actors within a certain area

I beg the help of those with superior trigonometry skills than my own. I am trying to make it so one actor is constrained to be within a certain circular area around another actor. The actor can be anywhere within that area it wants to go based on physics or movement, but it must stay within it.

The only way I can think of to do it is construct a series of invisible boxes around the main actor that the secondary actor can't get through. That is incredibly tedious though. Is there a mathematical way to do this?
