Need help with scrolling like in this video

So can anyone explain how the effect in the below video was created. I have my background image as non scrollable but I want to get other objects to scroll like mountains in the background and trees in the foreground but at different speeds. Its left to right and I tried wrapx on the mountain but that didn't work.
