Provisioning Portal??

How do you get to the provisioning portal?? Seriously I can't figure it out, can anybody give me a link? anybody?
Seriously I have no idea why but I can't get there

Go to developer.apple.com and click on the member center at the top of the page. Then, sign in with your Apple ID you used to set up your dev account with Apple. Then when you sign it, you will see a list of places to go. One of which is the iOS Provisioning Portal. Hope that helps
