CFXR is a good program for making 8-bit sounds.
And http://www.sounddogs.com is a good place for sounds. They have paid versions that are high quality, but you right click and select "Download Linked File As" will get you the free version, but it will be lower quality.

The sound effects are not free, but they're really cheap!
