HUD and controls problem

my game is top down view game. the actor always looks to be faceing the top of the screen because the camera rotates wen the actor rotates.
the problem im having is that my onscreen controls that are on a nonscrollable layer dont rotate with the camera.

is anybody able to help me with this?

    maybe try unlocking the element instances and then try constraining them to the camera origin with an offset.

    it sorta works, but the controlls move up the screen now as the actor moves forward
