Speed lines?

I'm making a game that involves racing. How would one make "speed lines" (or sort of tron lines) that correspond to the actor's movements?

I have the Player actor that only moves left and right with the other surrounding actors moving downwards to give an illusion of movement.

I need a resource light method without using a lot constraints and a whole bunch of "line" actors. Maybe with recycling actors?
