It's damn useful! Say you've made a rule, or a group or anything else in the actor editor. But you want other actor to use the same behaviours. Rather than copy and pasting the behaviour, you can drag the custom behaviour into "my behaviours". It will appear there like a standard behaviour and you can use it again and again without leaving the actor editor.

No way of deleting them at the moment, unfortunately (edit: from within GS anyway, see next post). I'm almost certain that they are deleted automatically with a build though.
