URL for rating apps

Adding a tap to rate actor but how do you find a URL for your app that takes the user directly to rate your app?

    Replace the numbers for your id.

    I've set up my game in iTunes Connect but haven't published it. Can I still just use the ID that is already on iTunes Connect? Or will it be different once I publish?
