If it sits nicely under 20 meg as zipped ad-hoc build then you are going to get it sold without people having to be on wifi. I think this is a great target to aim for if you want the widest sales and your game doesn't need what much large assets bring.

Project size matters if you want people on iPhone 3G and earlier to be able to download it without being on wi-fi. That size is 20mb. Any phone after the 3G wont have an issue.

Actually old_kipper is right the size that matter is the one of the zipped file you send to apple. If that is under 20MB then it's good. For example the game I'm doing now the .app file is 23MB but the zipped file is only 6MB and if I upload it on iTunes it will be listed as 6MB and it will be able to be downloaded with 3G.
