I can think of some ways to do it. but what have you tried so far?
I think when some asks for something like this its more of a hey how do I make something exactly like one of the many templates that have a very similar control method. So i'd feel better knowing you have made some effort on your own and maybe tell us what you have tried so we can offer suggestions on how to fix your attempts instead of outright circumventing all of the templates for you.
Not that I have an issue with helping. Just like to know your trying on your own first.
Well I have constrained the mouse's position to the arrow's angle and position

You mean you have constrained the actors position and angle based on the mouse position?
If so your off to a start. Now you need to decide how you want to judge the power of the shot. One way could be make some self attributes and change them to the actors starting point and then use magnitude to determine how far back you have pulled it. Now you have a value to use for your speed. if your only able to pull it back 100 pixels and want to make the speed higher than 100. then set a multiplier and multiply it by 1,2,3,4 etc till it acts like you want it to.
Good luck I hope that helps you. You might also search the GameSalad new section for slingshot. I think you might find something in there that helps you.
