Can a minor register as an Apple Developer

Can a minor register as an apple developer, and sign contracts with parental consent?

if not, is there a way around it such as using parents tax information etc.?

No minor can sign a legal binding contract in America. Not sure about other countries, but since Apple is an American based company, I seriously doubt it.

Have a parent register for you.
