Best practice; "Level select w/ star system and locked levels"

My artist is getting ready to put together some pics for a level select scene.

My idea is this, not sure if this is the best way to do this or not;

Each level has 5 pictures for the select screen; a lock, one without stars, one with 1 star, one with 2 stars, one with 3 stars.

OR, is it best to do something different? He has suggested that he make one big picture with each of the levels with "blank" places for stars, then you put one star and replicate it based on how many "stars" the player gets on the level. Then, there will be individual "lock actors" over the levels that the player hasn't unlocked... you're thoughts?

    It really depends on your level select setup I would say. I prefer to use the same actor for lock,Unlock, 1 star, 2star, 3star. And your image is determined by the attributed involved in the unlocking and star counts. But I also have done this on a level select system where all of the icons are moving around a lot. so 5 actors for 80 levels would be impossible for GameSalad. even on the 4th gens
