Question about 3g, wifi and 20mb download limit

So if someone is downloading on their mobile network they can only download games less than 20mb, right?
But can they still buy the game and download it later? Or will he app store not let them buy it at all?

also with JB, you can download apps more than 20mb

Our game goes over 20mb with RI - but if people can still buy it (and just download later) then I'm not going to worry about it.
