    I use the puppet tools in Adobe after effects.

    I just use photoshop personally. Although you want to check out toon boom studio. It has IK and bone features similar to 3D programs. It's really good. Im just used to photoshop and that is what I stick to.

    I use Pixen, Sketchbook, Artboard, PSE, have after effects but dont use.

    I use these about everyday, fast and simple. )
