Actor being able to be destroyed while behind a different actor, Help Please!

I'm making a carnival duck shoot game and in my game I have a set of waves and a duck behind it and the duck moves across the screen. If the duck is behind one of the waves and I shoot at the wave its behind, it destroys the duck, how do you make it not do this?
