Issue with Draggable scrollbar

I managed to decipher Fire Maple Games scrolling menu as Im trying to make it a dragabble scrolling menu at the bottom of the screen and the top half is fixed. I have been trying to figure out how to do it all day. Can someone please help? I will upload it as a free template for others to use after it works.

    Hi

    Please help someone. I tried another method using TSB multiscreen menu tutorial and came up with the following. The problem know is I can touch the peace but cant drag it. Im trying to make a jigsaw puzzle and have managed to drag and drop the pieces to set locations on the screen and made a scrolling bar at the bottom of the screen but can't seem to peace it all together. I would really appreciate someones help with this.
