you need to be a bit more specific. if you are speaking of an RPG then you do some math on the stats when the exp is greater than the next lvl exp. If it's an action game, then you apply the power up, if it's a puzzle then you get to change scenes, etc.. It's a very abstract concept. You need to figure out the logic involved and then implement it.
There is no magic GS way of doing it. It's just limited by your imagination (and ok a little bit limited by GS)
