constrain to finger, but control speed

Hello, I have an actor constrained to touch/finger. I can drag him all over the screen. However, I want to control the speed of the actor. Is it possible to make it so if I move my finger quickly, the actor will move slowly to where my finger is? I want to be able to move the actor, but also restrict it to have a top speed. Thanks
