Rock, Paper, Scissor's game needs programming

Hi everyone,
just wondering if any of you creative programmers on here can quote me to programe a simple 'Rock, Paper, Scissor' style game that you will be able to play through game centre, and have it so its best of 1, best of 3, best of 5 and best of 7. With a later addition to set up tournaments between 2-8 players.
If you could let me know costs, and also show examples of previous work you've done, that would be great.

1: The user chooses (for example) - scissors
2: A random reply is generated (for example rock)
3: A screen comes up saying something like (bad luck, rock blunts your scissors)
... that sounds possible, no?
1 how fast do you need it
2 will you provide artwork or will the developer be responsible
3 what's your budget
Depending on what you provide, something like this should cost a few hundred bucks, unless you can find a template someone already made

Artwork will indeed be provided to you, and can be provided however you like it (.psd/.png... files).
From the go-ahead of the project (I'm actually waiting for a colleague of mine to approve go-ahead) - the project would need to be turned around in 3 weeks (but longer if needed).
Budget, well, to be honest (as always is the case with things nowadays) the budget is around $300.
An example of the type of game we would like is this one currently on the app store.
I Rock-Paper-Scissors (Mobiguo)
When the project is completed, we would require the gamesalad project and we can upload to the app store our end.
