Autoname for Rules, Timers and groups

An automatic feature that attempts to suggest a logical name for each rule or timer - which will speed up debugging and commenting - instead of having to rename every rule out of the default "RULE" title. This is a small feature that will take a chunk of hassle off the programmers back.
Example - If a rule states that when an actor collides with another, it should change color. Autoname will title the rule "On collision with (Ranger), change color (Alpha) to (70%).
Example - A timer says that after 3 seconds, it must spawn an actor. Autoname will call this "After (3) seconds, spawn an actor ( with tag of (Desert) ).
