Just Submitted my app, "Bomb Extravaganza", and what does this mean?

I just submitted my app, but in the pricing section it sayed this "You do not have a contract in place for the price tier you selected. To make your application available on the App Store, you must have an active Paid Applications contract." I bought the developer package, but it still said this. What does this mean.

    You have to set up your tax/banking information with Apple. Log into iTunes connect, and click on the Contracts, Tax, & Banking Information link.
