People can't rate my game

When people try to rate my game, itunes won't let them. Why is this?

Are these people you gave promo codes too?

Anyone who downloads from a promo code cannot rate or review.

Doesn't work for me. Since they have added the Purchased section in the iphone I always download from my mac. Still cannot leave reviews

not true, I have given codes to my friends and everyone has been able to leave your review, please make sure before giving information to know the truth, Greetings
