Actor Efficiency

To keep my game efficient which of the following is the best practice:

Having multiple actors with only a few behaviours.

Having few actors with many behaviours, (e.g. a level's rules and all of the spawners in one actor).

    Could anyone who voted "A combination of both" please explain why and what situations are best?
