I was in the Suggestions forum, and one of the threads was talking about being able to externally code Custom Behaviors. But what exactly ARE custom behaviors?

Well The only Custom behavior you can have are the MyBahaviors. When you create something that you want to use in several actors you can take and group them and drag them to the my behaviors tab and then you dont have to re create the rules in the next actor.
At one time they planned to have actually custom coded behaviors created by users but GameSalad has since abandoned that plan
Abandoning that plan is very bad... World of Warcraft allowed modified scripts to run client side which changed UI, changed mechanics some what etc.. they then gathered data on what players used most and began to incorporate that into their hard coded.. um.. code..
GameSalad could look at custom created code in this manner. They could take what users have already shared/debugged, and use it after they add a cleaning touch to it. Developers do this stuff all the time.. it allows them to move forward much quicker and gives the customer base what they want.
