You can control the camera rotation from an instance of an actor in the scene. If you don't want to keep editing the actor I suggest that you put in a scene.attribute>real number and then control the actor's control of the camera through that. With constraints you can keep changing the rotation it during play.

p.s. unless I am not 'getting it', the rotation of the camera is not viewable in the scene preview but the results are (though the editor preview or the viewer). This means you can't see a rotating camera doing it's stuff with rotation in the scene preview window... or not that I have ever seen.
