I want an actor to rest on top of another actor, and have the resting actor overlap the actor. Is there any way to edit bounding box without sacrificing part of the image? or is there another way to do this>

Overlapping actors happens quite naturally. Just position them close to each other. Perhaps you are seeing a layering issue? Do you need to bring the "resting" actor to the front?

i have the actor overlaying the actor, and have a collide attribute on it, and when i hit preview, the actor jumps up on the top of the actor.

yes if there is a collide setup the will push apart. no way around it i'm afraid until we get more collision shapes. You could constrain the actors to smaller invisible actors that are actually colliding with only the invisibles. THen you could create an overlapping effect however if you get many of these constrains going at one time it will be pretty bad for performance.
