Illustrator Resizing?

When I'm using illustrator, at the end, when I am resizing the image, it won't let me resize the whole image, the stroke and shadow will not resize to the pixels I put in so I have to keep resizing it and guessing until I can get the right size, is there a way around this?

If a better explanation is needed, thats fine.

    how are you resizing and are you flatening the transparency first?

    I select by dragging over everything and change the size in the top right, and I'm flattening transperacy.

    try resizing like this.

    Say you want the image to be 100x100

    Make a new illustrator documnet and make it 100x100

    Next on the image you want to resize select the whole thing flaten tranparency, and hit copy.

    Then go into the new blank image you made thats the size you want (100x100 is my ex.) and past what you copied. Then select everything and drag it bigger till its the right size and fills the whole new image. Then save for web and devices.
