So set a control camera behavior in your actor and then in the scene minimize the tracking area as small as possible.

Its not working for me. What should the camera size and tracking area be? I want the actor in the middle of the screen the whole time

In the scene editor, click on the camera icon (which is next to an arrow icon). Then grab the tabs and make it as small as it can go. Then it'll follow the actor that has the Control Camera behavior.

In scene attribute you have to change the scene size and leave the camera size at 480x320 and tracking area at 0x0
