Can I draw on a piece of paper and scan the paper image in to the computer to be able to animate the image in to the game?

Yes you can , but if its only one image , the type of animation can be only moving around , fading in and out , and rotating .
for other type of animations like moving body parts or change faces , you need to make a png sequence .
