I haven't been able to find a download for 1.4 since 1.3 doesn't work anymore. Application loader 1.5 does work, and you can get it by downloading Xcode for Lion through the Mac App Store.

I ended up having to search it out on google in the end. I can't remember the exact search I did but it is there.

There's downloads for 1.3 http://itunesconnect.apple.com/apploader/ApplicationLoader_1.3.dmg But from what I'm reading, that version is no longer supported, and won't upload. You can try it if you want.

Since 1.4, they have been integrating Application Loader into Xcode, and that is the only way to get it now. If you are running Lion, I suggest you upgrade, side grade, downgrade to that version from the Mac App Store, because I can confirm that version is working. I just sent an app Sunday without an issue.
