**Dragging the screen and dragging objects - avoiding conflict, how?**

A bit of a curious one, this, so bear with me.
I have a scene background which I want to be draggable in a google maps style, with the finger. I also have objects within that same scene that I want to be able to drag, independent of the background. I have managed to get both of these in, but I have a problem when I try to drag the objects as it sometimes thinks I am also trying to drag the background. It works sometimes but is very unreliable.
I need to think of some kind of rule that would say 'you can drag the background, unless you are touching the objects with your finger, in which case you cant drag the background, but you can drag the objects', as well as one that says the opposite. Any ideas?
Or is anyone aware of a template that demonstrates a game that has draggable background and draggable objects within it? I have searched but can't find one!

Or you could do a touch within to select the non background actors as a rule that overrides the background select.
