Actors move with screen

Hey guys, Im sure this is an easy question, but I am making a game that has a main PC controlling the camera movement, but whenever i place another actor in the scene, the actor moves with the camera... In other words the actor should stay place in the world, but it moves in correlation to where the screen is moving.

    click the scene tab and go into the layers. Make a new layer bring it to the top and uncheck scrollable. Then put your controls or whatver you want to stay onscreen on that layer
