activate actors in order but only if they're available [recycle]

ok this is doing my head in. all because i decided to recode my game to use recycling. anyways.
what im trying to do is every 3 seconds, "turn on" an off screen actor. that actor will then become active in view, so 3 seconds ticks over again and then the next one is activated. sounds simple enough. but the part im having trouble with is i only want gs to cycle through these actors IF and this a big if. If they're not available.
so.
after 3 seconds
actor 1 is active
after another 3 seconds
actor 2 is active
now lets say actor 1 dies. then after 3 seconds, because actor 1 has become available again THAT will be activated again rather than actor 3 being activated.
any help appreciated.
