Scrolling level menu

I'm working on a scrolling level menu with multiple screens... how do I make the screen snap to center once I scroll to a new screen? Any help is greatly appreciated.

    I would also like to know how to do this. Tshirtbooth has a template but I would like to learn for free if possible.
