If it is...it's very simple: make white lines in illustrator, then copy and paste the white line again and apply a gaussian blur of 4-8 pixels to that line, leaving the original one solid. Then when you import it into gamesalad, color it how you like and select "additive" blend under the graphics options...a trick to make it faster is to have an all black background in illustrator to work with the white lines and then click the eyeball to unsee it before exporting...hope this helps.
I thought you only had photoshop sorry dont know about all the features there, but if you have illustrator you can go into the graphic styles and theres a bunch of different glows and neon effects
