App won't download?

I published an app, and I am trying to download it with a promo code on my device and it say the app is not compatible with your device.

I have an iphone 3gs with ios4 and in the itunes store it says:

Requirements: Compatible with iPhone, iPod touch, and iPad. Requires iOS 3.0 or later

I just had a review site inform me of the same issue with a promo I sent them.

However they have now found it is the same for all promos they have been sent for now. It must be an itunes server issue at the moment.
