constrained a rectangle to a rotating circle but is not rotating?

i have a circle and i want to constrain some rectangle to it, but when the circle rotates the rectangles stay the same, how can i make like if the circle rotates to 90 degree so the rectangle?

yes this is what i wanted i was able to do it but now i want to add another shield, pretty much having 4 like in a cross , i try messing with numbers adding to the end or beginning of the formula but i cant get it right.

I have version .0.89 and the Shield demo doesn't show up. Any help where i can find it would be appreciated!

@ kkertz they changed the way the demo's show up as of right now i dont think its available

Not sure if this is any use to you, a few circle things orbiting each other in various ways that you can pull apart - there is even a (highly questionable!) 3D rotation going on.
