Scrolling story board actor within a frame actor on a scene...

Hi All,
How do I make a story board actor scroll up or down through user swiping up or down within a frame actor.
This actor also needs to stop scrolling up when the story get to the end at the bottom of the frame or to the beginning of the story at the top of the frame.
I've tried various approaches but nothing has worked.
Please help!!!
