High Score Board Save and Load Question

Hi All,
Where do i put my high score game logic actor for the high score board i.e., can i place it in any scene in the game or does it have to be placed in a particular scene to capture the the score in high score order?
Also, do the save and load attributes save my high scores between games, i.e. users plays a game, shuts it down and then comes back would the scores still be there if there are loaded with the load attribute?
