where did you download xcode from? if you torrented it, then theres a chance that download was dodgy. i heard of lots of people having installation problems with xcode downloaded off of places like piratebay. perhaps try downloading it from a different source?

my friend download it from me on his house but he used flashget to resume and pause, because at my house my internet disconnected sometimes, i hope thats the problem.

I had a problem downloading xcode from (macappstore) I tried downloading it 5 times and eventually it worked.
also if your internet connection turns off and on you should have a resume button on the macappstore (unless your downloading it from somewhere you shouldn't)

but now i have the install file, so its worth saving that install file on a hardrive somewhere safe

i download it from apple and is a disk file or image , my friend say i cant just double click on it, its this true do i have like burn in a disk or it should install by double click?

you shouldn't have to burn it to a disk. If its a .dmg it will just open. Are you a member of the developer program? Did you friend download a beta version of Xcode?

if it is a beta version of Xcode, I'm curious to know if non-developers can even install it.

You can download a file on anything you want (but why don't you use your MAC ?) and why can't you resume interrupted downloads?

edit: Have you looked into any of these with regard to your initial problem ? Did you try repairing permissions before ?
