Good way to create 2 D terrain background that looks 3 D?

I need a terrain background for my actors to move across as if they were in a 3-D environment. Any suggestions on the best way to do this?

Depends what you are trying to do.
You could have multiple backgrounds moving at differnt speeds. So you'd have, for example trees on one background, then mountains on another and so on and so forth.

Try Google Sketchup. Find a terrain you like, then just export it as an image. then crop it for 320x480...
