No it will not. I read about a new cydia app that once installed allows you to click buy on IAP inside apps and it actives the IAP without going through iTunes.

Yep. The way I have always looks at "security" stuff is this. If Humans made it, Humans can break it.
Piracy sucks but it will never go away until the people doing it have something to loose. the only people who ever get in trouble for piracy is the Major Players that are profiting from redistributing. I think its pretty rare for the end user to ever get in trouble so there's no deterrent.
I actually know ppl who have been heavy movie downloaders from torrent sites and their ISP just sent them a letter that said hey we noticed you downloaded "MovieX, MovieY, MovieZ" knock it off or we will shut off your internet.
Thats all. Well guess what they just download that stuff off other peoples Wifi now. Theres no real deterrent. So what can you do. Accept it and/or Write your senator but thats gonna be a waste of ink IMO.
There one way to profit out of piracy... if you feel that your app got stolen by a lot of people, release and update. Some people don't know that if you update a pirated app via the App Store update process, it will charge you.

Oh yea that's right! I remember that now from when you try to update apps that have been purchased from another iTunes account.
