How do I spawn random actors??

Well I want to make this game, but for it I need a invisible wall to shoot random actors, but the thing is that I want to specify the random actors. For example I have 100 actors and I only want to spawn 10 randomly according to the invisible wall and also to a random time, like 3 seconds it shoots one actor and then in 1.3 seconds it shoots another one
