Balloon Physics

Hey guys & gals,
I'm working with the physics portion of my game. I've got my restitution about fine tuned the way I like a true balloon to bounce although there's room for more tweaking. My question is if a when the player touches the balloon on a certain way I want it to seem real like the balloon kind of spinning, but not totally out of control, but for it to spin slightly. Almost for the player to have control of the balloon in his/her hand itself.
How do I make it a little more realistic when the balloon is touched or even collides with other instances of balloons?
