Ball gloss slower after colliding with actor! PLEASE HELP!

I have a 'ball' actor, a 'balloon' and a 'monster' actor.
When the ball collides with a balloon (the balloon is static, standing still), it's fine, but when the ball collides with the 'monster' actor (which is continuously moving side to side), the ball starts to go slower after each collision with the monster. Anybody help?

    What is moving the ball and the monster? Is it a perfectly elastic collision? Are you using the physics engine?

    Ball is moving, and monster is also moving, monster doesn't get slower, but the ball does
    I don't know what you mean by elastic collision?
    And all I did was turn friction down to '0' for both objects
