BAll goes slower after colliding with monster, PLEASE HELP! URGENT!

I have a 'ball' actor, a 'balloon' and a 'monster' actor.
When the ball collides with a balloon (the balloon is static, standing still), it's fine, but when the ball collides with the 'monster' actor (which is continuously moving side to side), the ball starts to go slower after each collision with the monster. Anybody help?

    your restitution is probably 0 on the ball or the monster?
    under physics, its basically how elastic your collisions are, if everything is 1 is should keep speen, it is is <1 it slows down and >1 it is sped up when it hits
