Ask about apply to amazon app store

I am non-us . I apply to amazon app store but I have a question ?
1. why i need to apply W-8en and need ITIN or EIN number if I dont want tax 30% or revenue and how to apply to ITIN or EIN

    the W-8en is what Amazon uses to report to the US what they paid to international users. If they cannot account for where it went they could be required to pay taxes on it even though they paid it out to you. EIN is an employer identification number which is something you would get from the US IRS. Not sure what the ITIN is. I would imagine its something to do with International indentification.

    sorry @tenrdrmer more question but amazon ask W-8en also ask ITIN or EIN which I am foreigner I dont have so I will pay tax 30% if I dont have all right

    and when nook color will accept international developer

    I dont work for Barns and Noble so I have no idea on the Polices for the Nook Store. Just know i'm waiting to be accepted.
